「政策對話及參與」系列

住屋需要與長遠房屋策略

 

社區發展動力培育舉辦「政策對話及參與」系列,旨在促進公民社會溝通交流。今次我們邀請了運輸及房屋局局長張炳良教授,作為本次活動的對話嘉賓。

長遠房屋策略督導委員會推出諮詢文件,建議如何解決現時的房屋問題,內容包括評估未來10年的房屋需求及供應量、公私營的房屋比例、計劃縮短35歲以上非長者單身人士的輪候公屋時間以至劏房發牌制度等。 

政府提出的建議是否能解決香港現時租樓貴、買樓難的局面?面對公屋輪候冊突破23萬大關,政府能否實踐承諾,為基層提供足夠的公屋單位呢?以供應為主導的房屋策略,忽略需求方管理,又會否導致另一波的供求失衡?

Housing Needs and Long-term Housing Strategy

 

Engagement Evening, the public engagement series organized by Community Development Initiative, is honored to have Professor Anthony Cheung Bing-leung, Secretary for Transport and Housing, to be our keynote speaker. 

The Long-term Housing Strategy Steering Committee has published a consultation document which outlines suggestions on how to address current housing problems. The document covers the assessment of housing demand and supply for the next ten years, the proposed ratio of public housing to private housing, shortening of waiting time for non-elderly one-person applicants above the age of 35 under quota and point system and a licensing scheme to regulate subdivided flats.

Does the proposal by the committee tackle the root of housing problem? As the waiting list of public rental housing exceeds 230000, can the government keep its promise to provide adequate public housing to grassroots? Would adopting the “supply-led” strategy lead to another form of supply-demand imbalance if the government ignores demand-side management?
